Sixteen items for $20 more, itemised from Rockstar's own descriptions - including four businesses whose availability wording is genuinely ambiguous.

The Ultimate Edition costs $99.99 against the Standard Edition's $79.99, and Rockstar describes it as "an exclusive collection of items threaded across all aspects of Jason and Lucia's story". This page is the complete itemisation, drawn from the studio's own product copy rather than from a leak.

The four businesses and their wording problem
Sara's Unisex Salon, Electric Fang Tattoo, Stock 305 and Rideout Customs each carry the same line in Rockstar's copy: "Only open for business with the Ultimate Edition."
That sentence has two readings with very different consequences. Either the exclusive stock is gated, or the venues themselves are. Rockstar has not clarified, and it is the most consequential unanswered question about what $79.99 buys.
We would guess the first reading, because gating four world locations behind an edition upgrade would be an unusual thing to do quietly in a bullet list. But that is a guess about intent, and the wording says what it says.

What the Ultimate Edition is not
- It is not additional story. Nothing in it is described as a mission, chapter or narrative content, with the arguable exception of the PTT Youngin$ raid.
- It is not additional map. No area is gated behind it.
- It is not early access. Both editions launch on November 19.
- It is not a physical collector's set. There is no statue, steelbook, art book or map insert.
- It does not change the pre-order bonus. Both editions get the Vintage Vice City Pack.
The two items that are more than cosmetic
Most of the list is appearance and vehicles. Two entries describe activities, and they are the only reasons a value argument gets interesting.

If those three turn out to be Ultimate-only content rather than Ultimate-only variants of shared systems, the $20 is buying real gameplay. Rockstar has not made that distinction clear.

Is it worth $20?
An honest answer needs to separate what is knowable from what is not. On what is knowable: sixteen-plus items, five vehicles, four businesses, three named weapons and two activities is a large package by any standard, and $20 is a small fraction of $79.99.
On what is not knowable: nobody has played the game. Whether a salon you visit twice is worth anything, whether the Cheetah is better than a car you find for free, and whether the raid takes twenty minutes or two hours are all unanswerable until reviews.
The one genuinely decision-relevant fact: the Ultimate Edition can be bought as an upgrade later on both platform stores in most cases, though Rockstar has not confirmed upgrade pricing for GTA VI. Waiting costs you nothing except the risk that it cannot be upgraded.
Grouping the contents by what they actually are
The itemised list is long, which makes the package look larger than it is. Grouping it by category is more honest about what $20 buys.

Eleven of the entries are vehicles or clothing. Two are activities. One is a subscription to a different game. That is the honest shape of the package.
The GTA+ inclusion is the odd one out
Every other item is GTA VI content. The GTA+ month is a subscription to GTA Online, described by Rockstar in terms of GTA$500,000 monthly deposits, discounted GTA Online vehicles and Shark Card bonuses.
If you do not play GTA Online, this item is worth nothing to you. It is listed as a benefit of the GTA VI Ultimate Edition and it does not touch GTA VI at all.
How this compares to Red Dead Redemption 2's editions
Rockstar's last premium edition structure is the most useful comparison, and GTA VI's is simpler in a way that is mostly to the buyer's benefit.

Two tiers, a $20 gap and no collector's box is a considerably less predatory structure than the 2018 lineup. The complication is not the pricing - it is the unclarified wording about four businesses.
$99.99 in the United States, against $79.99 for the Standard Edition.
Nothing is described as story content. The PTT Youngin$ raid is the closest thing to a mission in the package.
Rockstar's wording says they are 'only open for business with the Ultimate Edition', which is ambiguous between gating the venue and gating its exclusive stock. The studio has not clarified.
One free month, but the benefits Rockstar describes apply to GTA Online rather than to GTA VI.
Rockstar has not confirmed upgrade pricing or availability for GTA VI. Both platform stores have supported edition upgrades for previous titles.
