Leonida Map: All Six Confirmed Regions
Vice City, Leonida Keys, Grassrivers, Port Gellhorn, Hamlet, and Kelly County - what Rockstar has said about each, and how the state fits together.

GTA VI is set in the fictional state of Leonida, Rockstar's take on Florida. Unlike GTA V, which centred almost everything on one city and its immediate surroundings, Leonida is a state-scale map with six officially named regions, each with a distinct geography and tone.

These six are the officially named regions. Individual towns and districts sit inside them - Ocean Beach and Little Cuba are neighbourhoods within Vice City, not separate regions.
Vice City: the urban anchor
Vice City is Leonida's largest city and the setting's centre of gravity. Rockstar's own descriptions run from art deco hotels and white sand at Ocean Beach, through the panaderías of Little Cuba and the bootleg stalls of the Tisha-Wocka flea market, out to VC Port - described as the cruise ship capital of the world. That range matters: it reads as a city built from neighbourhoods rather than one downtown with suburbs attached.
The water regions: Keys and Grassrivers
Two of the six regions are defined by water rather than roads. The Leonida Keys are an island chain running south-west, where getting between land masses is a boat problem rather than a driving problem. Grassrivers is wetland - shallow, dense, and best crossed by airboat. Together they push GTA VI toward marine traversal in a way no previous entry has attempted.

The rural regions: Port Gellhorn, Ambrosia, Mount Kalaga
Three regions cover the non-urban, non-wetland part of the state, and Rockstar describes each of them in its own words. Port Gellhorn is "Leonida's forgotten coast" - cheap motels, shut-down attractions and empty strip malls, with a new economy running on malt liquor, painkillers and truck stop energy drinks. Ambrosia is where "American industry and old school values still reign supreme": the Allied Crystal sugar refinery provides the jobs, and the local biker gang provides almost everything else. Mount Kalaga National Park sits against the state's northern border and offers, in Rockstar's phrasing, prime hunting, fishing and off-road trails, with hillbilly mystics and paranoid radicals living in the backwoods around it.
Earlier versions of this page listed Hamlet and Kelly County among the six regions. Those names come from the 2022 development leak, not from Rockstar. The studio's own Only in Leonida section names Ambrosia and Mount Kalaga National Park instead, and the official screenshot library is grouped the same way.
How the regions likely connect
This is inference from geography rather than a Rockstar statement. A Florida-shaped state with a major city on one coast, a port town on the opposite coast, wetland in the middle, and islands trailing south implies a roughly ring-shaped road network with a wetland interior that roads route around rather than through. That would make Grassrivers a genuine shortcut for anyone with the right vehicle - the kind of geography that rewards knowing the map.
Rockstar's own one-line description of each
The studio's Only in Leonida section gives every region a hook and a paragraph. Read together they are the most compact and most authoritative summary of the state available.

Five of the six hooks are atmosphere. Ambrosia's is the only one that sounds like a conflict, which is worth noting given that it is also the only region Rockstar attaches a named industry to.
Named places inside the regions
Rockstar has named twelve specific locations across its regional and edition copy, none of which appeared in a trailer. Most came from product descriptions.
- In Vice City: Ocean Beach, Little Cuba, the Tisha-Wocka flea market, VC Port, Southside, Stockyard, Washington Beach.
- Elsewhere: Watson Bay, Lake Leonida, Gambit Bay, Shore Drive, and the Vercetti Estate.
- In the Keys: the Rusty Anchor, a waterfront bar shown in an official screenshot.
- In Port Gellhorn: the Starlet Motel and the Delights Cabaret, both shown with signage visible.
- In Ambrosia: the Allied Crystal sugar refinery.
Where a place is named in prose rather than only visible on a sign, we treat it as confirmed. Where it is only legible in a screenshot, we say so - the Rusty Anchor and the Starlet Motel fall into that second group.
Rockstar has not said. GTA V opened its full map almost immediately while GTA IV gated islands behind story progress, so there is no reliable precedent to lean on here.
It is the same fictional city reimagined for a modern setting, not a remaster of the 2002 map. The geography has been rebuilt from scratch.
Possibly. Six are officially named; Rockstar has not said that the list is complete.
Civilian aircraft appear in community vehicle trackers, but Rockstar has not featured aviation prominently or described fast travel of any kind.
